Surveys of Willingness to Pay Tolls in New Zealand

Project Description

Like many other countries, New Zealand is considering the option of Toll Roads as a means of financing needed roading infrastructure. In order to assess the viability of such toll roads, it is required that the willingness of motorists to pay tolls be estimated.

TUTI have been engaged by Hyder Consulting to design, conduct and analyse stated preference surveys for a number of potential toll road projects. This study uses a technique of Semi-Adaptive Boundary Value Stated Preference (SABVSP) surveys to derive individual values of time for each respondent making a recent trip through the study corridor. Surveys of New Zealand residents have been conducted to estimate values of time for different user groups in several regions to date (Orewa, Tauranga, Whangaparaoa Peninsula).
