Adaptive Stated Preference Surveys of the Value of Time

Project Description

This project arose as part of a review of all parameters used in the economic evaluation of transport proposals by the Land Transport Authority (LTA) of Singapore. As part of this overall project, there was a need to estimate the Value of Time for Singapore residents, using a Willingness-to-Pay approach.

This project used a technique of Adaptive Stated Preference (ASP) surveys to derive individual values of time for each respondent. A survey of 3000 Singapore residents was conducted to estimate values of time for different user groups. Public transport users were asked to identify trade-offs between the various components of travel time, such as in-vehicle time, waiting time, walking time and tranfers between public transport vehicles.
