Project Description

This project arose as part of a review of all parameters used in the economic evaluation of transport proposals by the Land Transport Authority (LTA) of Singapore. As part of this overall project, there was a need to estimate the relative Perceptions of Cost involved in the ownership and operation of private vehicles, using a Willingness-to-Pay approach.

This project used a technique of Adaptive Stated Preference (ASP) surveys to derive individual perceived values of cost for each respondent using a private vehicle. A survey of 1000 Singapore residents was conducted to estimate perceived values of cost for different user groups. Private vehicle users were asked to identify trade-offs between the various components of travel cost, such as Electronic Road Pricing, fuel costs, parking costs and fixed costs associated with vehicle ownership.
